The Pueblo Convention Center is governed by The Urban Renewal Authority of Pueblo (URAP).  URAP utilizes a wide variety of methods to help stimulate development. The URAP crafts incentive packages based on the scale and magnitude of a given development. In addition, the URAP is organizing a uniform policy in an effort to help private property owners finance restoration of building facades, landscaping, and general esthetic improvements.
